Provisions of Henan Province on the Compilation and Implementation of Village Planning.

The prpose of these Provisions is to standardize village construction, improve the livability and business level of rural areas, deeply implement the rural revitalization strategy, and promote high-quality development.
County level people's governments should combine the overall planning of national land and space, comprehensively consider the location conditions, development status, resource endowment, and customs of villages. Villagers should be invited to participate in the preparation of village plans and their opinions should be fully listened to.
