Provisions of the National Health Commission for the catalog management of substances that are both food and Chinese medicinal according to the tradition.

These Provisions, consisting of 13 Articles, are formulated in accordance with the Food Safety Law and its implementation regulations, aiming to regulate the catalog management of substances that are both food and Chinese medicinal according to the tradition (hereinafter referred to as medicinal substances).
Medicinal substances refer to substances traditionally used as food and listed in the Pharmacopoeia of the People's Republic of China. With the purpose of ensuring food safety and maintaining public health, a catalog of medicinal substances shall be formulated and updated in a timely manner. The National Health Commission, in conjunction with the State Administration for Market Regulation, shall formulate and publish such catalog and implement dynamic management of the catalog.
The use of medicinal substances by food producers and traders should comply with relevant provisions of national laws, regulations, food safety standards and the Medicinal Substances Catalog. Product labels must not claim to have health care functions or involve disease prevention and treatment functions.
