Abstract
These Measures, consisting of 15 Articles, are formulated to accurately grasp the disasters caused by earthquakes and strengthen the reporting and management of earthquake disasters.
Article 3 provides for the content of disaster reporting, mainly including the following impacts caused by an earthquake: (1) Population impact. The number of casualties, affected population, etc. (2) Economic impact. Asset value of lifeline projects such as power supply, water supply, communication, highways, railways, and important bridges; The damage and asset value of major projects such as reservoirs, power plants, airports, high-voltage transmission towers, and large substations; etc. The number and value of livestock casualties; The amount of family property losses, the degree and quantity of losses caused by business shutdowns, and the amount of funds required for business recovery and reconstruction. (3) The impact of secondary disasters. The losses and injuries caused by floods, fires, ruptures of oil and gas pipelines, and spills of toxic and harmful substances caused by earthquakes. (4) Social impact. The comprehensive impact of earthquakes on social stability and production. (5) Environmental impact.
