Abstract
The purpose of these Provisions is to strengthen the management of dangerous goods in ports, prevent and reduce the accidents of dangerous goods, guarantee the safety of people's lives and property, and protect the environment. The Provisions consist of 7 Chapters: General provisions; Port construction project safety review and examination; operation management of dangerous goods in ports; Emergency management; Safety supervision and administration; Legal liabilities; Supplementary provisions.
Construction projects which are engaged in the operation of dangerous goods in ports shall be reviewed and examined by the administrative department of the port. In order to be engaged in operation of dangerous goods in ports, a port business operation license, and the port dangerous goods operation certificate allotted for each specific workplace shall be obtained.
