Abstract
These Provisions are formulated in accordance with the relevant provisions of the Regulations on the Administration of Environmental Protection in the offshore Petroleum Exploration and Development, aiming to reasonably control the use of chemical dispersants. The Provisions consist of 18 articles.
Chemical dispersants equipped with by operators must be examined and approved by the competent departments according to the verification methods approved by the State Oceanic Administration (art.3). The performance of the oil removing agent shall meet the requirements outlined in Article 4. When oil pollution accidents occur, measures for recovery shall be adopted; with regard to the small amount of oil that is actually beyond recovery, it is permitted to use a small amount of chemical dispersants(art.8).
