Abstract
The purpose of this Regulation is to strengthen the unified regulation of water quantity of the Yellow River, realize the sustainable utilization of the Yellow River water resources, and promote the economic and social development and the improvement of ecological environment of the Yellow River Basin and related areas. This regulation consists of 7 Chapters divided into 43 articles: General Provisions (I); Water Allocation (II); Water Dispatching (III); Emergency Water Dispatching (IV); Supervision and Administration (V); Legal Liability (VI); Supplementary Provisions (VII).
The plan for water allocation of Yellow River shall be made up by the Commission of Yellow River Conservancy together with the people’s governments of the provinces and regions, and the plan shall be reported to the State Council for approval after being reviewed by the competent department of development and reform under the State Council. The Commission of Yellow River Conservancy and its subordinate administrative agencies and the local people's governments at or above the county level shall strengthen supervision and inspection of the implementation of water dispatching within the scope of their jurisdictions.
