Abstract
The purpose of these Regulations is to promote the development of agriculture and animal husbandry mechanization. The Text consists of 52 Articles divided into 8 Chapters: General Provisions (I); Scientific Research Extension and Training(II); Quality Safeguards (III); Commercialized Services (IV); Support Measures (V); Safety Supervision and Management (VI); Legal Responsibility (VII); Supplementary Provisions (VIII).
People's governments at or above the county level shall incorporate the promotion of agricultural mechanization into their plans of national economic and social development, take such measures as financial support, preferential taxation policy, gradually increase capital input into the mechanization of agriculture and animal husbandry, and support research and development of advanced technology. Agricultural and animal husbandry machinery production, maintenance, operation and so on shall implement national standards and industry standards. Where there is no national standard or industry standard, the competent standardization administration of the autonomous region shall formulate the corresponding local standards. Farmers and herdsmen, agricultural machinery owners and agricultural agricultural machinery service organizations may carry out the job paid services. Units and individuals who purchase tractors and combines, shall apply to the competent agricultural machinery safety supervision and management authorities for registration, and obtain registration certificates, driving licenses, etc.
