Regulation of Jiangsu Province on flood control

This Regulation aims to improve the work of flood control, ensure the safety of people's life and property and to carry out economic construction smoothly. The Regulation consists of 46 articles divided into 8 Chapters: General provisions (I); Flood prevention planning (II); Flood prevention (III); Management of flood control areas and flood control engineering facilities(IV); Flood control and emergency rescue (V); Safeguards (VI); Legal Liability (VII); Supplementary provisions (VIII).
The provincial water administrative department shall organize flood prevention and control planning for main basin areas. The Regulation provides for the issues which flood control plans shall focus on, such as strengthening the seawalls and the dikes of Yangtze River, Huaihe River, Yishusi River, Taihu Lake and Hongze Lake and improving the comprehensive scheduling capabilities of flood control works. The people’s governments at or above county level shall set up the Flood Control Headquarters, which shall be responsible for organizing and guiding the work for flood control and flood fighting under the leadership of the Flood Control Headquarter at higher level and the people’s government at the same level. The design, construction, supervision and inspection of flood control engineering facilities shall be in strict accordance with relevant laws, regulations and technical specifications, procedures, standards to ensure the quality.
