Abstract
This Regulation is enacted to protect and make good use of black soil resources, prevent black soil from decreasing in quantity and quality, steadily restore and improve the basic soil fertility of black soil, promote sustainable use of resources, maintain ecological balance, and ensure national food security and ecological security.
The Regulation consists of 7 Chapters: General provisions; Planning and zoning; Protection, utilization, treatment and restoration; Ecological system protection and restoration; Supervision and administration; Legal liabilities; Supplementary provisions.
The competent agriculture and rural affairs of the provincial people's government shall formulate an overall plan for the protection of black soil. Rural collective economic organizations, agricultural enterprises, farmers' professional cooperatives, farmers, etc. should cherish and rationally use black soil, strengthen the construction of farmland infrastructure, apply protective farming and other technologies according to local conditions, and actively take measures to improve the quality of black soil and improve the maintenance of farmland ecological environment.
