Abstract
These Measures are enacted to correctly determine the origin of import and export goods under the Regional Comprehensive Economic Partnership Agreement and promote economic and trade exchanges between China and other members of the Agreement. The Measures consist of 6 Chapters: General provisions; Rules of origin; Certificate of origin; Procedures for customs clearance and benefit sharing of imported goods; Visa procedures for export goods; Supplementary provisions.
Certificates of origin under the agreement include certificates of origin and declarations of origin. The certificate of origin shall be completed in written form in English, and the specific format shall be announced by the General Administration of Customs separately. The certificate of origin shall meet the following conditions: (1) Have a unique certificate number; (2) Indicate the basis on which the goods have the origin qualification; (3) Issued by the visa agency of the exporting Member, with the authorized signature and seal of the visa agency. The consignor of export goods may apply to the Customs, the China Council for the Promotion of International Trade and its local branches for a certificate of origin of export goods.
