Abstract
This Regulation is issued by the Standing Committee of the Chongqing Municipal People’s Congress to promote the high-quality development of the Chongqing hotpot industry. It aims to to promote the high-quality development of the Chongqing hotpot industry and to support Chongqing’s construction as an international consumption center. support industrial upgrading, cultural heritage, and integration with international consumption development, while ensuring food safety, environmental protection, and standardized market practices. The Regulation applies to activities related to production, processing, circulation, catering services, and supporting industries within the hotpot sector.
The Regulation defines the territorial scope (the city's administrative area), provides a definition of "Chongqing Hotpot," and defines the scope of the hotpot industry (including raw materials, base sauces, seasonings, utensils and equipment, catering services, R&D, cultural inheritance, brand-building and supporting services). The Regulation sets guiding principles including government guidance, market leadership, inheritance and innovation, openness and integration, and green and healthy development. It sets out measures to strengthen the full industry chain, including development of raw material supply bases, processing and manufacturing clusters, cold-chain logistics, and digital platforms. It promotes brand building, standardization, innovation, and integration with culture and tourism, alongside support for investment, financing, and international expansion. The Regulation also establishes requirements for food safety supervision, traceability systems, environmental protection, fire and gas safety, and workforce training, and defines responsibilities of government departments and industry actors to ensure coordinated and sustainable sector development.
