Abstract
These Regulations are formulated to promote ecological protection and green development in ecological conservation areas, promote regional coordinated development, and build an international first-class harmonious and livable city.
The Regulations consist of 6 Chapters: General Provisions; Ecological Protection; Green Development; Guarantee Measures; Legal Liability; Supplementary Provisions.
Beijing shall, 1). implement a registration system for the confirmation of natural resources in ecological conservation areas, and conducts unified confirmation and registration of natural resources in ecological conservation areas; 2). establish an investigation, monitoring and evaluation system for natural resources in ecological conservation areas; The municipal planning and natural resources department shall work with relevant government departments to conduct investigations, monitoring and evaluation of the quantity, quality, distribution, ownership, protection, development and utilization of land, soil, minerals, water flows, wetlands, forests, and wild resources, and establish a natural resources database. The agricultural and rural departments should work with relevant government departments to promote the adjustment of agricultural structure in ecological conservation areas, promote green agricultural production methods, strengthen agricultural ecology and resource protection, improve the environmental quality of production areas, cultivate pollution-free, green, organic and geographically indicated agricultural products, and promote characteristic agriculture and forestry product brand.
