Regulations of Beijing Municipality on protectin of forestry resources.

The purpose of these Regulations is to protect, manage and reasonably utilize the forest resources, and improve the ecological environment. The Regulations consist of 51 Articles divided into 7 Chapters: General provisions (I); Administration of Ownership (II); Forest Fire Prevention (III); Forest Diseases and Pests Prevention and Control (IV); Forest Harvesting (V); Legal liabilities (VI); Supplementary provisions(VII).
The forests are divided into are divided into ecological public welfare forest and commercial forest. The ecological public welfare forests includes protection forests and forests for special use; commercial forests include economic forests, timber stands and firewood forests. The delineation of the scope of the ecological public welfare forest shall subject to approval of the municipal people's government. The people's governments at the district and county level shall register, issue certificates and confirm the ownership and the use rights to all the forests, trees and woodlands owned by the State and owned collectively, all the trees and woodlands owned by individuals. The Municipality shall establish the forestry funds and the forest ecological benefits compensation funds.
