Abstract
These Regulations are formulated to strengthen the ecological protection of the Yellow River Basin in Gansu Province, promote the conservation and intensive use of water resources, enhance the capacity of water source conservation and soil and water conservation, promote high-quality development, protect and inherit the Yellow River culture, and achieve harmonious coexistence between humans and nature.
The Regulations consist of 10 Chapters: Chapter 1 General Provisions; Chapter 2 Planning and Control; Chapter 3 Ecological Protection and Restoration; Chapter 4 Conservation, Intensive Utilization and Management of Water Resources; Chapter 5 Pollution Prevention and Control; Chapter 6 Promoting High Quality Development; Chapter 7 Protection, Inheritance, and Promotion of the Yellow River Culture; Chapter 8 Guarantee and Supervision; Chapter 9 Legal Liability; Chapter 10 Supplementary Provisions.
The provincial people's government is responsible for organizing relevant departments and the people's governments of cities (prefectures) in the Yellow River Basin to establish and improve the Yellow River Basin information sharing system. Information on ecological environment, natural resources, soil and water conservation, flood control, and law enforcement shall be shared, so as to provide support for the ecological protection and high-quality development of the Yellow River Basin.
