Regulations of Gansu Province on flood control.

These Rules aim to improve the work of flood control, ensure the safety of people's life and property and carry out economic construction smoothly. The Text consists of 40 articles divided into 7 Chapters: General provisions (I); Flood control organizations (II); Getting prepared for flood control (III); Flood control and emergency rescue (IV); Expenses and supplies for flood control (V); Rewards and punishments (VI); Supplementary provisions (VII).
The people's government at or above the county level shall set up flood control headquarters, which are responsible for the organization and leadership of the flood prevention and flood fighting work.
The people's governments at or above the county level shall, according to river basin flood control comprehensive planning and the flood control standards of the state, formulate the flood prevention schemes, and develop measures to deal with devastating floods.
The flood season is generally from 1 May to 30 September every year. The persons in charge of flood control headquarters at all levels must preside over the work during the flood season. Financial departments at all levels shall arrange flood control funds in the fiscal budgets.
