Abstract
These Regulations are formulated to strengthen the protection and management of forest land and ensure the stable and sustainable development of forestry.
The rights holders of forest land use rights, forest land contract management rights, forest land management rights, forest ownership, etc. shall apply for property registration with the real estate registration agency of the county-level people's government where they are located, and obtain a real estate certificate.
The Regulations also stipulate that any disputes regarding forest land ownership or usage must be resolved through negotiation or, if necessary, legal proceedings, with specific documentation required for evidence. The Regulations prohibit unauthorized changes to forest land use and impose penalties for violations. Temporary use of forest land for activities like mining or construction requires approval from forestry authorities and adherence to compensation regulations.
