Regulations of Guangdong Province on Water Conservancy Project Management.

The purpose of these Regulations is to strengthen the management of water conservancy engineering projects, guarantee the safety and normal operation, and give full play to the functions and benefits of water conservancy engineering projects. The Text consists of 39 Articles divided into 5 Chapters: General provisions (I); Water conservancy engineering management (II); Water conservancy engineering protection (III); Legal liabilities (IV); Supplementary provisions (V).
Construction of water conservancy engineering projects shall be in strict accordance with the construction program, fulfill the requirements of the examination and approval procedures, implement the project legal person responsibility system, the bidding system and the construction supervision system. Units and individuals which have obtained the water conservancy project management right in accordance with the law, without the approval of the competent water authority, may not change the main functions of the original design of the project.
The Regulations further provide for the delineation of conservation and management scope of conservancy engineering projects, offences and penalties, etc.
