Abstract
These Regulations aim at strengthening the administration of animal epidemic prevention, preventing, controlling, and exterminating animal epidemics, safeguarding the production safety of the breeding industry, and protecting public health and life safety. The Regulations consist of 6 Chapters: General provisions (I); Prevention, Control, and Extermination of Animal Epidemics (II); Quarantine of Animals and Animal Products (III); Harmless Disposal of Dead Animals and Infected Animal products (IV); Legal responsibility (V); Supplementary Provisions (VI).
The veterinary administrative departments of the people's government at or above the county level shall be in charge of the work of animal epidemic prevention within their administrative area. People's governments at or above the county level shall, according to the need of animal disease prevention and control, establish and improve the animal disease prevention and control public service agencies, strengthen the construction of animal epidemic prevention teams at township and village levels. The Regulations further concern, among others, compulsory immunization plan development and implementation of compulsory immunization, animal epidemic information reporting,emergency material reserve, emergency control of the unexpected major animal epidemic situation; quarantine of animals and animal products; and legal liabilities.
