Abstract
The purpose of these Regulations is to protect the wetlands and biological diversity, maintain the basic functions of wetland ecosystem, and promote the sustainable utilization of the wetland resources.
The Text is divided into 6 Chapters: General Provisions (I); Planning of Wetlands (II); Protection of Wetlands (III); Supervision and Inspection (IV); Legal Responsibility (V); Supplementary Provisions (VI).
The regional forestry authority shall be responsible for wetland administration in this Autonomous Region (art. 7). Unified planning for wetland conservation shall be executed (art.10). The regional forestry authority shall formulate wetland planning, carry out surveys of wetland resources on a regular basis, and monitor the ecological status (art. 11). The remaining articles of these Regulations make provision, inter alia, for establishment of wetland natural reserves; environmental impact assessment and the examination and approval for national or regional key projects and activities which need to be carried out within wetland; supervision and inspection; and offences and penalties.
