Regulations of Guangxi Zhuang Autonomous Region on Prevention and Control of Water Pollution.

The Regulations are enacted to protect and improve the environment, prevent and control water pollution, protect water ecology, ensure drinking water safety, maintain public health, and promote the sustainable development of economy and society. The Regulations are divided into eight Chapters: General provisions (I); Standards and planning for the prevention and control of water pollution (II); Supervision and administration of the prevention and control of water pollution (III); Measures for the prevention and control of water pollution (IV); Prevention and control of water pollution in river basins (V); Management of water pollution accidents (VI); Legal liability (VII); Supplementary provisions (VIII).
Guangxi is located in the upper reaches of the Pearl River, and most of the rivers in Guangxi flow into the Pearl River. The quality of water pollution prevention and control in Guangxi will directly affect the water quality of the downstream Pearl River. People's governments at all levels shall be responsible for the quality of water environment in their respective administrative areas, protect the biodiversity of water bodies, take integrated actions on the control of water pollution, take timely measures to prevent and control water pollution, and ensure that the quality of water environment meets the standards set by the state and the autonomous region.
The Regulations stipulate that the local governments shall make overall planning and construction of rural environmental infrastructure, scientifically determine the mode of rural domestic sewage treatment. The Regulations further make provisions for promoting cities and towns with conditions to extend their centralized sewage treatment facilities and services to rural areas.
