Regulations of Guangxi Zhuang Autonomous Region on promoting the transformation of scientific and technological achievements.

These Regulations are enacted to promote the transformation of scientific and technological achievements into real productive forces, standardize the transformation of scientific and technological achievements, accelerate scientific and technological progress, accelerate the implementation of innovation-driven development strategies. The Regulations consist of 6 Chapters: General Provisions; Organization and Implementation; Technology Rights and Interests; Safeguard Measures; Legal Liability; Supplementary Provisions.
The scientific and technological achievements mentioned in these regulations refer to the achievements with practical value produced through scientific research and technological development, including patented technology and computer software, layout design of integrated circuits, new varieties of animals and plants, design drawings, test results, and test records, processes, recipes, samples and data.
Relevant departments of the Autonomous Region and the Municipal People's Government with districts shall regularly publish a catalog of scientific and technological achievements and guides on key scientific and technological achievements transformation projects, and prioritize and support the development of high-tech industries, industrial technology upgrades, rational development and utilization of resources, ecological environmental protection, and agricultural and rural modernization , poverty alleviation and development, protection and improvement of people's livelihood and other scientific and technological achievements transformation projects.
The Regulations request to encourage and support research and development institutions and other units to send science and technology personnel to enterprises and rural areas and promote scientific and technological achievements' entering into enterprises and rural areas through licensing, transfer, and technology shares.
