Abstract
This Regulation aims to prevent and reduce flood disasters, maintain the safety of people's lives and property, and promote the sustainable development of economy and society. The Regulation consists of 42 articles divided into 6 Chapters: General provisions (I); Flood prevention planning (II); Control and prevention (III); Flood control and emergency rescue (IV); Measures of safeguard (V); Legal Liabilities (VI).
Provincial water authority is responsible for the province's flood control organization, coordination, supervision, and guidance (art.4). The water authorities at county level shall, according to the basin comprehensive plan and the region comprehensive plan, organize the formulation of the flood prevention and control plan for rivers, which shall be submitted to the people's government for approval (art.7). The water authorities at city level shall, according to the river basin plans and the overall land use plan, organize the formulation of the city flood prevention and control plan, which shall be submitted to the people's government for approval and shall be incorporated into the overall urban planning (art.8).
The provincial flood control headquarter shall command the work for flood control and flood fighting of the province under the leadership of the national flood control headquarter and the people’s government at the same level (art.19).
The flood season of the province lasts through 1 May to 30 September of each year(art.22).
