Abstract
These Regulations are formulated to strengthen the administration of coastal border security and maintain the order of coastal border security. The Regulations consist of 5 Chapters: General provisions; Management of certificates for going to sea; Management of vessels and their personnel; Legal liabilities; Supplementary provisions.
The Regulations shall apply to all kinds of vessels, means of transport, offshore operation platforms berthing, navigating and operating in the coastal ports and sea areas of Hainan province.
Vessels and their crews engaged in production operations or other types of activities going out to sea in Hainan province shall apply to the public security frontier authorities for the “Household Register of Outgoing Vessels” and “Certificate of Outgoing Vessel Residents”; those who temporarily go out to sea shall apply for the “Temporary Outgoing Vessel Resident Certificate”. Vessels going to sea must mark the their names, number, and port of registry in accordance with relevant regulations, and keep them clear. Vessel's name, number, port registered and other signs shall not be covered, altered or forged. Vessels entering and leaving the port shall accept entry and exit inspections by the public security frontier defense organs.
