Regulations of Hainan Province on the Administration of the Specified Animal Disease-free Zones.

These Regulations are enacted to strengthen the construction, management and evaluation of the specified animal disease-free zones, effectively prevent, control and fight animal diseases, promote the development of animal husbandry, and protect human health. The Regulations consist of 51 Articles.
According to the Article 3, the administrative areas of the Hainan province are included in the specified animal disease-free zone, and are constructed and managed in accordance with the conditions and standards set by the State. These Regulations shall be complied with when engaging in animal breeding, slaughtering, transportation, sale, and the production, management, transportation, storage of animal products and animal waste as well as activities related to the construction and management of the specified animal disease-free zones in the administrative areas of the Hainan province.
The provincial competent animal husbandry and veterinary authority shall, in conjunction with relevant departments, prepare a plan for the specified animal disease-free zone. The people's government at or above the county level shall establish and improve: risk assessment system for animal epidemics; monitoring networks for animal epidemic situations, strengthen animal disease surveillance, and develop emergency plans for major animal epidemics; training and assessment mechanisms for official veterinarians, practicing veterinarians, village veterinarians and village-level animal epidemic prevention personnel. The Regulations further provide for the offences and penalties.
