Regulations of Hainan province on nature reserves.

The objectives of these Regulations are to strengthen the construction and management of nature reserves, protect the natural environment and natural resources, and maintain the ecological balance. The Text consists of 6 Chapters: General provisions (I); Planning and construction (II); Protection and management (III); Supervision and Inspection (IV); Legal liabilities (V); Supplementary provisions (VI).
These Regulations regulate all the construction and protection activities of nature reserves within Hainan province. The environmental protection competent authorities shall be responsible for the comprehensive management of nature reserves. The provincial government shall delimit nature reserves within ecological protection red line, and carry out strict protection. The provincial overall planning of the nature reserve development shall be formulated by the provincial competent environmental protection authority. The remaining articles of these Regulations make provision, inter alia, for the core area, the buffalo area and the experimental area, the compensation for protection of the wild lives, the activities or projects which are forbidden in the reserve, the measures to be taken for protection, supervision and inspection, offences and penalties.
