Regulations of Hebei Province on the Prevention and Control of Soil Pollution.

These Regulations are formulated to protect and improve the ecological environment, prevent and control soil pollution, ensure public health, and promote the sustainable use of soil resources.
The Regulations consist of 85 Articles divided into 7 Chapters: General provisions; Planning and investigation; Prevention and protection; Risk control and remediation; Guarantee and supervision; Legal liability; Supplementary Provisions.
Soil pollution risk control and remediation shall be carried out, including soil pollution status investigation and soil pollution risk assessment, risk control, remediation, assessment of risk control results, and post management activities. The people's governments at or above the county level shall, in accordance with the law, classify eligible priority protected farmland as permanent basic farmland, implement strict protection, and shall not build new construction projects that may cause soil pollution. For plots of land that have been investigated and found to have pollutant content exceeding the soil pollution risk control standards, the agricultural, rural, forestry, and grassland competent departments shall work together with the ecological environment and natural resourse to conduct soil pollution risk assessment and implement management in accordance with the agricultural land classification management system.
