Regulations of Hebei Province on Promoting the Development of New Energy.

These Regulations are formulated to accelerate the construction of a strong province with new energy, promote the development and utilization of new energy, optimize energy structure, ensure energy security, promote carbon peak and carbon neutrality, and promote green development.
The Regulations consist of 6 Chapters: General Provisions; Development Planning; Development and Utilization; Service Guarantee; Legal Liability Supplementary Provisions.
The Regulations encourages all types of business entities to participate in the development and utilization of new energy, and protect the legitimate rights and interests of new energy developers and users in accordance with the law. Governments at all levels should strengthen publicity and education related to new energy, popularize knowledge related to energy conservation, low-carbon development, and green consumption, and guide the whole society to establish a green and low-carbon lifestyle concept.
