Regulations of Hebei Province on Rural Environmental Protection and Governance (Revised in 2021).

These Regulations are developed to protect and improve the rural environment, advocate civilized and healthy production and lifestyle, and promote sustainable economic and social development.
The Regulations consist of 7 Chapters: General provisions; Planning and management; Home cleaning; Rural cleaning; Clean water source; Legal liabilities; Supplementary provisions.
The county-level people's government shall formulate its own rural environmental improvement plan. The rural environmental improvement plan should be coordinated with the rural economic and social development, and connected with the overall land use plan and urban-rural planning. It is prohibited to transfer production processes, equipment, and products that seriously pollute the environment, which are explicitly prohibited by the state, to rural areas.
The relevant departments of the county-level people's government shall determine the collection, transportation, and disposal mode of rural household waste based on economic conditions, geographical location, and other actual situations, promote the on-site classification and reduction of rural household waste, and the recycling and utilization of renewable resources. The agricultural and rural competent departments of the people's governments at or above the county level shall promote efficient ecological and circular agriculture models, promote green development of agriculture, promote the application of bio organic fertilizers, low toxicity and low residue pesticides, and biodegradable plastic films, achieve zero growth in the use of fertilizers and pesticides, establish a paid recycling model for pesticides and fertilizer packaging waste, and gradually achieve comprehensive recycling and utilization of discarded agricultural films.
