Abstract
These Regulations outline the ecological and environmental protection framework established by the government of Inner Mongolia Autonomous Region, focusing on the sustainable management of natural resources and the promotion of ecological civilization. The primary objectives include the protection and improvement of the ecological environment, prevention of pollution, and enhancement of public health. The Regulations align with national policies aimed at fostering green development and addressing climate change, reflecting a broader commitment to sustainable development and environmental stewardship. Local governments are tasked with developing and executing ecological protection plans, establishing and improving ecological and environmental protection mechanisms, increasing financial input, etc. Key measures include the establishment of an ecological environment emergency response mechanism, promotion of clean energy, and the enhancement of waste management systems. Regarding to pollutant discharge rights, without a pollutant discharge permit, pollutants shall not be discharged; the autonomous region shall establish and improve the paid use and trading system of pollutant discharge rights, and gradually implement the paid acquisition and paid transfer of pollutant discharge rights. The Regulations emphasize the importance of collaboration among various governmental departments and neighboring regions to address cross-border environmental issues, ensuring a coordinated response to ecological challenges. In terms of food, agriculture, and natural resource management, the Regulations advocate for the sustainable use of water resources, protection of wetlands, and the promotion of forestry and grassland conservation. Specific measures include the implementation of a grassland balance system, afforestation initiatives, and the establishment of ecological product monitoring mechanisms. These measures aim to enhance the resilience of agricultural systems, promote biodiversity, and ensure the sustainable management of natural resources, ultimately contributing to food security and environmental health.
