Regulations of Inner Mongolia Autonomous Region on Promoting the Construction of National Important Agricultural and Livestock Product Production Bases.

These Regulations are developed to construct high-quality national important agricultural and livestock product production bases and promote stable and secure supply of grain and important agricultural and livestock products.
The Regulations consist of 79 Articles divided into 9 Chapters: General provisions; Infrastructure construction; Production capacity building; Construction of an integrated industrial development system; Development of seed industry and construction of scientific and technological equipment system; Construction of business system; Construction of a green development system; Support measures; Supplematary provisions.
To construct national important agricultural and livestock product production bases, efforts should be made to promote the transformation and development of agriculture and animal husbandry, advance the transformation and upgrading of production methods, resource utilization methods, management methods, industrial structures, vigorously develop water-saving agriculture and ecological animal husbandry, expand the quantity of high-quality resources in agriculture and animal husbandry, increase the production of green agricultural and livestock products, improve the quality of agricultural and animal husbandry development, strengthen the protection and utilization of agricultural and pastoral resources, consolidate and enhance agricultural and pastoral infrastructure, establish a comprehensive disaster prevention and reduction system for agriculture and animal husbandry, deepen the innovation in agricultural and animal husbandry science and technology, revitalize the seed industry, improve the promotion and application level of agricultural machinery and equipment, and and promote sustainable development. Governments at all levels should, strengthen the construction of grain production capacity, improve meat supply security, promote the revitalization of the dairy industry, strengthen the construction of forage bases, and construct a high-quality supply guarantee system for important agricultural and livestock products; develop efficient agriculture and ecological animal husbandry, promote the environmental purification of production areas, strengthen the efficient and intensive use of resources, enhance the supervision of the quality and safety of agricultural and livestock products, and construct a high-quality green development system for agriculture and animal husbandry; adhere to the basic management system of rural and pastoral areas, cultivate and strengthen new types of agricultural and animal husbandry management entities, strengthen socialized services, and construct a high-quality new type of agricultural and animal husbandry management system.
