Regulations of Inner Mongolia Autonomous Region on Promoting High Quality Development in Border Areas.

These Regulations are developed to promote high-quality development in border areas, strengthen ethnic unity, consolidate the border defense of the People's Republic of China, maintain national unity, and achieve common prosperity. The Regulations consist of 73 Articles divided into 9 Chapters: General provisions; National unity and progress; Ecological environment protection; Infrastructure construction; Industrial development; Opening up to the outside world; Ensuring and improving people's livelihoods; Support and supervision; Supplementary provisions.
To promote high-quality development in border areas, it is necessary to comprehensively establish and improve a modern economic system, social governance system, and public service system, comprehensively improve infrastructure conditions and people's basic living standards, comprehensively form a pattern of harmonious coexistence between humans and nature, and achieve prosperous development of the border, unity and happiness of border residents, and stable border defense security. The people's governments at or above the county level shall, coordinate and promote the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands, and sands in border areas, promote green development in border areas, and build important ecological security barriers in northern China; increase efforts in ecological environment protection, promote key ecological projects such as natural forest protection, public welfare forest management, grassland protection and restoration, soil and water conservation, wetland protection, comprehensive mining management and ecological restoration, and biodiversity protection in border areas, and create national green development demonstration zones in eligible border areas; support the development and utilization of renewable clean energy such as wind energy, solar energy, hydro energy, and bioenergy in border areas; support the development of modern grassland animal husbandry in border areas, build a complete industrial chain that connects upstream and downstream, and promote the coordinated development of family economy, cooperative business operation, and enterprise business operation. The people's government of the autonomous region should establish and improve the ecological compensation system in key areas such as forest and grassland resources, water resources, and watershed environment, support qualified border areas to actively participate in carbon emissions market transactions.
