Regulations of Jiangsu Province on Public Ecological Forests.

The purpose of these Regulations is to strengthen the construction and protection of public ecological forest, improve the ecological situation, maintain ecological safety, protect legal rights of public ecological forest owners, and business operators. The Text consists of 35 articles divided into 6 Chapters: General Provisions (I); Planning and Construction (II); Protection and Management (III); Funding (IV); Legal Liability (V); Supplementary Provisions (VI).
The planning of public ecological forest shall be coordinated with the overall planning of land use, the long-term planning of forestry, the planning of soil and water conservation, the overall urban planning, the township and village planning, the planning of scenic spots and historical sites, and other relevant planning. Local people's governments at or above the county level may obtain non state-owned forests, trees and forest land use rights and construct and develop public ecological forest in the ecological important areas or the areas with fragile ecological environment. The public ecological forests shall be registered and be issued the forest right certificates by the local people's government at or above the county level.
