Abstract
The purpose of these Regulations is to protect and rationally develop and utilize groundwater resources, and strengthen the management of groundwater resources. The Regulations consist of 33 articles.
In developing and utilizing water resources, comprehensive scientific survey, investigation and assessment must be undertaken. Unified planning of groundwater drawing must be conducted on the basis of survey and assessment of water resources. For cases of drawing water directly from underground or rivers and lakes, the State shall implement a water drawing permit system.
