Regulations of Liaoning Province on the Management of Crop Seeds.

These Regulations are formulated to protect and reasonably utilize crop germplasm resources, regulate variety selection, seed production and management, strengthen scientific and technological research in the seed industry, encourage innovation, protect the rights of new plant varieties, safeguard the legitimate rights and interests of seed producers, business operators and users, improve the quality of agricultural crop seeds, develop modern seed industry, promote the revitalization of seed industry, and ensure food security.
The Regulations consist of 8 Chapters: General Provisions; Protection and Utilization of Germplasm Resources; Variety Approval, Registration, Recognition, and Promotion; Production and Business Operation; Supervision and Administration; Supporting Measures; Legal Liability; Supplementary Provisions.
The provincial people's government shall establish a seed reserve system in accordance with national regulations, and the reserved seeds shall be mainly used for production needs and surplus/shortage adjustment in the event of disasters, to ensure agricultural production safety. The relevant departments of the people's governments of provinces, cities, and counties shall strengthen the protection of new plant varieties, encourage and support scientific and technological innovation in the seed industry, cultivate new plant varieties, and improve the mechanism for intellectual property protection.
