Abstract
The Regulations, consisting of 24 articles, are enacted to strengthen the protection of wetlands, maintain the ecological functions and biodiversity of wetlands, and promote the sustainable utilization of wetland resources.
The protection of wetlands shall follow the principles of taking protection as the priority, scientific planning, rational utilization and sustainable development. People's governments at all levels shall establish and improve the management and coordination mechanism of wetland protection and rational utilization, and strengthen the leadership of wetland protection. Wetland nature reserves shall be established in wetlands that meet one of the conditions prescribed in Article 11. The introduction of alien species into wetlands must be subject to examination and approval and testing in accordance with relevant state regulations. The governments shall provide compensation for the damage to the legitimate rights and interests of the owners and users of wetland resources due to wetland protection.
