Regulations of Qinghai Province on Administration of Agricultural Machinery.

The purpose of these Regulations is to strengthen the management of agricultural machinery, and protect the legitimate rights and interests of the owners, operators and users of agricultural machinery. The Text consists of 38 Articles divided into 7 Chapters: General Provisions (I); Quality Supervision (II); Research and Extension (III); Commercialized Services (IV); Safety Supervision and Management (V); Legal Responsibility (VI); Supplementary Provisions (VII).
Local governments at or above level shall incorporate the promotion of agricultural mechanization into their plans of national economic and social development, gradually increase the investment, encourage the development of agricultural machinery scientific and technology research and application, and pay attention to and support the training and promotion of agricultural machinery technology in the minority areas and poverty-stricken areas. Units and individuals who purchase tractors and combines, shall apply to the competent agricultural machinery safety supervision and management authorities at county level for registration, and obtain registration certificates, driving licenses, etc.
