Regulations of Shanghai Municipality on Animal Epidemic Prevention

These Regulations aim at strengthening the administration of animal epidemic prevention, preventing, controlling, and exterminating animal epidemics, safeguarding the production safety of the breeding industry, protecting public health and life safety, and maintaining normal social orders.
The municipal and district/county veterinary competent authorities shall be in charge of the work of animal epidemic prevention. The veterinary competent authorities shall, in accordance with the animal epidemic prevention plan of the Municipality, formulate the animal epidemic prevention implementation scheme; formulate predetermined emergency handling scheme of major animal epidemic situation; carry out unified administration on the animal epidemic information of the Municipality, and make public the animal epidemic information on the authorization given by the national veterinary competent authority. The Regulations further provide for emergency response to the unexpected major animal epidemic situation; quarantine of animals and animal products; supervision on animal epidemic prevention; legal liabilities, etc.
