Abstract
These Regulations are are enacted to protect and improve the ecological environment, prevent and control soil pollution, ensure public health, promote the sustainable use of soil resources, promote ecological civilization construction, promote sustainable and high-quality economic and social development, and build a beautiful Shanghai where people and nature coexist harmoniously. The Regulations consist of 55 Articles divided into 7 Chapters: General Provisions (I);Plans, Standards, Detailed Surveys, and Monitoring (II); Prevention and Protection (III); Risk Control and Restoration (IV); Safeguards and Supervision (V); Legal Liabilities (VI); Supplementary Provisions (VII).
