Regulations of Tianjin Municipality on air polution pervention and control

These Regulations provide for the prevention and control of air pollution and for the protection and improvement of the living and ecological environment. The Text consists of 52 articles divided into 8 Chapters: General provisions (I); Supervision and management of the prevention and control of air pollution (II); Prevention and control of air pollution caused by coal combustion (III); Prevention and control of pollution caused by emission from motorized vehicles and vessels (IV); Prevention and control of pollution of waste gases, dusts and malodorous substances (V); Prevention and control of dust pollution (VI); Legal liabilities (VII); Supplementary provisions (VIII).
The municipal competent authority shall organize to formulate the plan for air pollution prevention and control and draw up a list of major air pollutants of this Municipality. The total discharge control over major atmospheric pollutants shall be exercised in accordance with the concrete measures prescribed by the State Council. Any unit without the discharge license or temporary discharge license shall not discharge major atmospheric pollutants. No discharge into the air of any pollutant, in concentration, shall exceed the emission standards prescribed by the State and this Municipality. Government bodies shall take appropriate measures for improving energy structure, developing central heating, popularizing the production and use of clean energy. It is forbidden to produce, import, sell and use motorized vehicles, vessels and fuel thereof which do not meet the national standards.
