Abstract
These Regulations are enacted to strengthen border management, maintain security and stability in border areas, promote the opening up of border areas and economic and social development, and accelerate the construction of radiation centers facing South and Southeast Asia in Yunnan.
The Regulations consist of 7 Chapters: General Provisions; Border Management; Exit and Entry Management; Entry and Exit Border Area Management; Safeguards; Legal Liabilities; Supplementary Provisions. Article 10 provides for the activities on border areas which are subject to approval, such as ground surveying, mapping, or prospecting, mining, and bank protection, navigation, water diversion operations on the boundary river.
Provincial people's governments and border state (city) people's governments should formulate preferential policies to support the development of industries in border areas and facilitate the development of border trade; increase the financial transfer payments to border areas; Investment in power, culture and education, medical and health, rural housing and border defense, customs, inspection and quarantine and other infrastructure construction.
