Abstract
These Regulations aim at strengthening the administration of animal epidemic prevention activities, preventing, controlling, and exterminating animal epidemics, promoting the development of the breeding industry, protecting public health and life safety. The Text consists of 9 Chapters: General provisions (I); Prevention and control of animal epidemics (II); Emergency Treatment of Major Animal Epidemic Situation (III); Quarantine of animals and animal products (IV); Traceability management of animal disease (V); Supervision on Prevention of Animal Epidemics during Transportation of Animals and Animal Products (VI); Harmless Disposal of Dead Infected Animals and Animal Products (VII); Legal liabilities (VIII); Supplementary provisions (IX). The veterinary competent authorities shall be responsible for animal epidemic prevention. The competent veterinary authorities shall formulate plans for animal epidemic monitoring and organize animal epidemic prevention and control institutions to carry out animal disease surveillance and epidemiological investigation; organize the relevant departments and experts to carry out the risk assessment of animal epidemic situation based on domestic and foreign animal epidemic trend and animal epidemic monitoring results; formulate the animal epidemic prevention and control plan, and emergency handling scheme of major animal epidemic situation. Animal breeders shall perform the obligations of mandatory immunization against animal epidemics.
