Abstract
The purpose of these Measures is to protect against and mitigate earthquake disasters and to ensure the safety of people’s lives and property. The Regulations consist of 40 articles.
The earthquake prevention and disaster relief headquarters under People's governments at or above the county level shall be in charge of unified leadership, command and coordination of the earthquake relief work. The people's governments shall gradually increase the investment in earthquake prevention and disaster mitigation research and promote the application of advanced science and technology. The remaining articles of the Measures make provision, inter alia, for: earthquake prevention and disaster mitigation planning, earthquake monitoring and prediction , earthquake safety evaluation of construction projects, earthquake emergency plan, measures for earthquake emergencies, post-earthquake loss assessment, supervision and administration, offences and penalties.
