Reply of the State Council on the Outline of the National Forest Land Protection and Utilization Plan (2010-2020).

The use of forest land shall be strictly controlled, and the nature and scope of forest land shall not be changed without authorization. The scale of forest land used in construction projects shall be strictly controlled. The State shall compile or revise the total amount of forest land occupied every five years.
The reform of the collective-owned forest rights system shall be deepened to increase the enthusiasm of farmers to protect forest land and develop forests. The reform of state-owned forest farms and state-owned forest areas shall be carried out so as to earnestly implement the responsibility for the protection and utilization of state-owned forest areas.
