Abstract
These Rules are enacted to safeguard the socialist public ownership of land, protect the legitimate rights and interests of land users, strengthen the land administration and establish a sound cadastral management system. The Rule consist of 3 Sections: General provisions; Land classification; Initial cadastral survey.
Cadastral surveys include tenure surveys, cadastral investigation and measurements. Land use is the main basis for land classification. According to the difference of land use, urban land can be divided into 10 first-level categories and 24 second-level categories. The names and meanings of the categories are shown in Table 1.
