Several Provisions of Hainan Province on the Quality and Safety of Agricultural Products.

These Provisions are formulated to ensure the quality and safety of agricultural products, maintain public health, and promote the development of agriculture and rural economy.
People's governments at or above the county level shall guide and promote the standardized production of agricultural products, encourage and support agricultural production enterprises, farmers' professional cooperatives, family farms, and agricultural social service organizations to lead farmers in carrying out standardized production activities. Farmers and agricultural business operators are strictly prohibited from using banned or harmful substances like illegal pesticides or veterinary drugs in their production processes. Agricultural producers must ensure their products meet safety standards and issue a "commitment to conformity certificate" when selling their products. This certificate guarantees the absence of prohibited chemicals and confirms that any legal pesticides or drugs used are within permissible limits. Products on the province's key supervision list are subject to additional safety checks, including random inspections, mandatory testing, and transport restrictions. These products can only be sold with proper certification and inspection reports. Wholesale and retail markets must implement strict hygiene measures, verify the safety certifications of all agricultural products, and suspend the sale of non-compliant products.
