Abstract
This Regulation is enacted to protect biodiversity, ensure ecological security, promote sustainable economic and social development, promote ecological protection and high-quality development in the Yellow River Basin, and achieve harmonious coexistence between man and nature. The Regulation consists of 33 Articles.
The competent ecology and environment authority shall be responsible for comprehensive supervision and management of biodiversity conservation, and plays a coordinating role in the biodiversity conservation plan preparation, investigation, monitoring, early warning, and evaluation.
The people's governments at or above the county level shall strengthen the protection of biological genetic resources, improve the management of various biological genetic resource preservation systems, and regulate the access and utilization activities of biological genetic resources; promote the establishment of a system for access and benefi-sharing of biological genetic resources and related traditional knowledge, and carry out investigations, registrations, and value assessments of biological genetic resources and related traditional knowledge.
Shandong is adjacent to the Bohai Sea and Yellow Sea, with typical marine ecosystems and abundant marine species. The Regulation specifically provides for the protection of marine biodiversity, requiring the strengthening of the protection of marine ecosystems such as coastal wetlands, islands, bays, estuaries, and important fishing areas. Clear requirements are made for the comprehensive conservation of marine organisms, implementing integrated restoration of nearshore water environment and aquatic ecology, and strengthening the ecological protection and restoration of important habitats for aquatic organisms.
