Abstract
These Regulations are formulated to ensure food safety and protect the health and life safety of the public. The Regulations are based on the Food Safety Law of the People's Republic of China and are tailored to the province's specific circumstances. They apply to various activities, including food production, sales, catering services, and the management of food additives and related products.
The Regulations, consisting of 6 Chapters and 73 Articles, make provisions on food production and operation, food safety assurance, supervision and administration, legal liability and other aspects. Key provisions include the establishment of food safety management systems by food service units, which must implement self-inspection, raw material control, and sanitation protocols. Food service providers must be licensed and are responsible for ensuring food safety. The Regulations also address online food trading, requiring platforms to fulfill their obligations as third-party service providers and ensure compliance from food operators. The provincial government is tasked with establishing a food safety risk monitoring and assessment system, enhancing capabilities in these areas, and ensuring accurate data collection. Local health departments must collaborate with food safety supervision and agricultural departments to develop and implement monitoring plans. The Regulations emphasize a preventive approach to food safety, advocating for risk management and comprehensive control throughout the food supply chain. They also highlight the importance of social participation in food safety governance, establishing a framework for cooperation among producers, regulatory bodies, and the community.
