Abstract
These Measures are formulated to regulate for-profit desertification control management activities and protect the legitimate rights and interests of units and individuals engaged in for-profit desertification control activities.
Those conducting profit-driven desertification control on state-owned desertified land must sign a desertification control agreement with the managing authority or the holder of the right to use the desertified land, and obtain the land use right of the desertified land in accordance with the law. Local forestry administrative departments shall oversee applications, inspections, and verification of profit-oriented desertification control activities to ensure compliance with legal standards. Qualifying entities may receive subsidies, tax reductions, or other financial support to encourage investment in sustainable land restoration efforts.
