Supplementary memorandum of understanding on the Protocol between the Government of the People's Republic of China and the Government of the Kingdom of Saudi Arabia on cooperation in the sphere of petroleum, natural gas and mineral resources.

The two Parties support the enterprises of the two countries to continue expanding the cooperation in the field of crude oil trade. In the premise of without violating international legal obligations undertaken by both Parties, Chinese Government agreed that China's state-owned oil enterprises will give priority to purchase crude oil in Saudi Arabia; Under extraordinary circumstances, if the international oil market of China's crude oil supply is suddenly interrupted, Saudi Arabia agreed to provide a considerable amount of crude oil to China. The Parties further agreed to take the necessary measures to strengthen cooperation and information exchange in the petroleum regulations and technical aspects, according to the Protocol.
