Abstract
This Regulation aims to ensure flood control, water resource security, ecological safety, promote the protection and inheritance of culture and achieve harmonious coexistence between humanity and nature in the Yongding River Basin within Tianjin. The Regulation defines the scope of protection, planning requirements, and governance responsibilities across municipal and district governments. It mandates integrated basin planning, strict land-use controls, enhanced flood-control infrastructure, and emergency response mechanisms. The Regulation prohibits activities that obstruct floodways, damage riverbanks, or threaten hydraulic safety.
Further provisions focus on water-resource conservation, ecological restoration, pollution prevention, and biodiversity protection. The Regulation strengthens controls on groundwater extraction, agricultural and industrial pollution, and urban wastewater management. It also promote cultural heritage protection, ecological tourism, and coordinated regional governance with Beijing, Hebei, Shanxi, and Inner Mongolia. Enforcement measures include administrative penalties, criminal liability, and mechanisms for cross-regional monitoring and emergency cooperation.
